I think that is a great plot idea....
We could fit John in it... by.... him start seeing ghosts as well... he could he in either city and then just start seeing his family and what not and then Torchwood would bring him into it because every little thing they see can help?

You know how time lords see what is, what was, what could be and whatever may be etc.
maybe the ghosts do that, so they show you something scary, and you think it is true, but it may or may not be.... creepy...
so then everyone is panicking because they see a dead person a live or a member of their family dying nastily.. but it may or may not be true, depending on whether we wanna kill off a family member of our character.
